CDSL DISCIPLINARY GUIDELINES

Disciplinary sanctions shall be imposed for offences reported in the referees report

Standard Offences; (not complying with the following)    
Fine €40

·         Proper pitch markings

·         Nets in good condition

·         Goalposts painted

·         Corner flags 5ft. min.

·         Numbered jerseys (1-16)

·         2 match footballs

·         First aid kit

·         Good kit appearance

·         Proper filling in of referees card

·         Punctuality to kick off

 

Clubs are reminded that they are responsible for the following;

·         Proper playing surface;  

·         Safety of match officials and players; 

·         Conduct of officials and supporters,

·         The home club/team are liable for any improper conduct among home spectators,

·         The visiting club/team are responsible for any improper conduct among its group of spectators.

·         If it is not possible to identify the perpetrators of an offence action may be taken against the club to which they belong. This also applies to games on neutral grounds;

·         Ensuring that there is no consumption of alcohol in grounds;

·         Payment of referee;

·         Proper access to ground; 

·         Correct marking of pitch;

·         Changing facilities with hot and cold running water for home, away and  referees in the Premier & First Divisions;   

·         Prompt display of footballs, first aid kit to referee on his arrival;

·         Ringing in match results immediately after games

·         Where possible Clubs must signpost venues on match days;

·         Clubs must ensure that an ambulance can access their pitch if needed;


Failure to comply with the above will result in fines and/or other sanctions being issued.

 

Clubs failing to attend meetings organised by the CDSL will be fined €100

 

 

Fines;

All fines must be paid by Cheque, Bank Draft or Postal Order to the CDSL on or before the payable date on the Disciplinary Report Form. Failure to pay by this date will result in fine being doubled with payment due no later than seven days from first date. Failure to comply with this payment date will see club suspended from all activities within the CDSL, MFA and FAI

 

PLAYERS / OFFICIALS  DISCIPLINARY GUIDELINES 2010/11

Disciplinary sanctions shall be imposed for offences as reported in referees report

If a player or official gets sent off in a match we recommend that you write to the Hon. Secretary (Rule 89) to explain your side of the events as depending on the referee's report you may get more than a one match ban.

All players and officials are entitled to request a personal hearing within 5 days of being sent off.

SENT OFF;    Striking or spitting at referee or assistant referee (includes; deliberately pushing, pulling, spitting, striking, butting, elbowing, punching, kicking, etc. Touching is not an assault)
– immediate suspension of person involved

Minimum: One year suspension


SENT OFF;    Threatening referee or assistant referee
– immediate suspension of person involved.

Minimum: Six match suspension


SENT OFF;     Serious verbal abuse of referee or assistant referee

Minimum: Six match suspension


SENT OFF;    Spitting or headbutting an opponent or person other than match official, involvement in brawl/fight.

Minimum; Six match suspension

SENT OFF;    Fighting, kicking, elbowing, punching, stamping or unsporting conduct towards match official

Minimum; Four match suspension

SENT OFF;    Dangerous, late, high tackle, kicking wildly or persistent bad conduct.

Minimum; Two match suspension


SENT OFF;   Denying the opposing team a clear goal-scoring opportunity (particularly by

deliberately handling the ball)

Minimum; One match suspension.


SENT OFF;     Two yellow cards – one match automatic suspension.

Note: If foul and abusive language to referee involved this will be increased.

 

Persons found guilty of forgery or falsification of documents shall carry a 6 match suspension. If the person is an official a 12 month suspension shall apply. (FAI Rule 96)


If a player gets sent off in a FAI or MFA match and your team wins then that player is automatically banned for the next match in that competition. (Note: If player gets any additional sanctions these will apply to all competitions). If your team loses, players are automatically banned from the next domestic fixture.


If a player gets sent off in a domestic Clare Cup, League Cup or League match he is automatically banned for the next domestic Clare Cup or League Cup or League match (whichever game takes place first). (FAI Rule 113 section 4) 

If there is any additional suspensions the club will be notified by the CDSL, MFA & FAI following their next disciplinary meeting.


All sending’s off will carry an automatic €40 fine for adult matches and €20 fine for Youths/U17 matches as long as player not sent off for foul and abusive language.

Players or officials sent off for foul and abusive language will carry a minimum €100 fine
 

*   Player sent off, straight red card – Minimum one match automatic suspension (see above)

*  A player who receives four cautions will receive a one match suspension plus a €20 fine

*  If the same player receives two more cautions – a one match suspension plus a €40 fine

*  If the same player receives two more cautions – a two match suspension plus a €40 fine

 

All suspensions take effect from the date on the Disciplinary Report Form.

 

All suspensions must be served at same level which player is sent off. A team player can not serve his suspension with B team and B team player can not serve his suspension with A team. The same applies for Youths & U17 players.

 

Suspensions are carried into the next season.

 

Players or officials have the right to appeal any decision of the Disciplinary Committee to the MFA or the Football Association of Ireland as per CDSL Rule 80 and must appeal in accordance with the rules of those organisations.
